Energy-related carbon dioxide emissions fell a record 7% last year, due partly to the economic downturn, the U.S. government reported Wednesday. While emissions have fallen in three of the last four years, 2009's drop was the largest since theU.S. Energy Information Administration (EIA) began keeping comprehensive data in 1949.

True, America is still guzzling fossil fuels. But since taking office just over a year ago, President Obama has quietly set the nation's energy policy on a new course. Even as health care dominated the news, Obama energy czar Carol Browner – working with the departments of Interior, Energy, and Transportation – has established a new, unified energy-and-environment policy. But whether this focus on renewable power and energy security can succeed depends largely on whether Congress approves climate-energy legislation that puts a price on carbon emissions, energy experts say.

Nathalie Miebach, at first impression, could almost be mistaken for a toymaker. Her studio in Boston's South End is a swirl of beads, tiny whales, flags, origami birds, and spokes of bright colors. Musical scores line the walls. Reedy sculptures sprout from the floor and dangle from the ceiling. Tinkertoys come to mind – as does the Mad Hatter. But behind the joyful chaos is a precise order, one of surprising complexity and magnitude. Ms. Miebach creates art by translating weather data into baskets and sound.

China tops USA in spending on clean energy E-Mail

China is emerging as the world's clean-energy powerhouse, according to a new study by The Pew Charitable Trusts.

Last year, China spent more than any other major country on clean energy, including wind and solar, toppling the U.S. from the top spot for the first time in five years, the Pew report says. The U.S. is also on the verge of losing the top spot in terms of installed renewable energy to China.
